Description of Services
The Office of Community Development integrates the
different regulatory divisions of Building, Conservation, Health, Zoning, Board of
Appeals, Historic Districts, and Animal Control. These separate departments were
originally merged in 1992 into one department, originally known as the Inspectional
Services Department. The merger was done in order to streamline code enforcement and
permitting, and to provide a one-stop shop for permitting activities.

Mission Statement
The Office of Community Development (OCD) seeks to protect and improve the quality of
life of the citizenry by providing leadership in the promotion and preservation of a safe,
healthy and desirable living and working environment.
To accomplish this mission, the OCD integrates several different regulatory services,
including building, conservation, health, zoning and historic districts, in order to
streamline code enforcement, outreach, and educational services. Through this
collaborative effort, the OCD can better manage the many and varied changes that occur as
the community develops, and provide the community with a comprehensive perspective on the
impact of regulations on both public and individual issues.
